If you mean AR15 instead of M16 than yes you must be 18. If you actually mean M16 which is full auto you will need a Class III License which means you must be 21.

does anyone know the law about age limit for buying an m16 style rifle in arizona? can you buy one when 18 or do you have to be 21?
